Some information would help

 

Is there a cable in the fan? Is the shroud of the cooler loose or broken?

What kind of noise is it?

How do you know it's not normal?

What do you mean? Also would just reapplying the fan and seeing if that does anything be a good idea?

Yesterday I removed the fan and reapplied it with trying my absolute best to keep the cable out of the fan. When I manually spin it doesn't make noise so I inferred that it actually comes from the fan normally. Is there anything else that could be causing it or is it normal?

Have you checked other fans in the system to see that the blades are clear of any cables?

Does stopping the fan with your hand when the system is running stop the noise?

You shouldn't stop any fan by its blades. Even plastic ones hurt, and you are not unlikely to damage it. But all of them are pretty easy to stop by applying force/friction on the hub instead

They should be plastic. As mentioned above, the fan should be stopped by pressing into the hub.

When i manually spin it when it is off it doesn't make the annoying noise so I believe it is something with the motor.
