Why is there no screen tearing on consoles?

Because of standardization of hardware and sdk.

Screen tearing only occurs when the system can send more information than the monitor/TV is able to handle, such as your PC generating 300FPS when you have a 60Hz monitor wihout G-Sync or FreeSync.

This doesn't happen with consoles due to the locked framerate.

Graphics options isn't really a thing on consoles. 

I think some games are too demanding for the original 8th gen consoles, so they ran at sub 30FPS with unlocked framerates.

i have 60hz monitor i have screen tearing problem even on every fps . without gsync

Games do have tearing, but you may not see it because the developers design the game around a target FPS and the games usually hit that most of the time.

You never played a multi plattform Title on the PS3, did you?

There can be some really awful tearing, but mstly they are very well optimized so that it doesn't happen.

I was referring to the current gen consoles, can't say anything about PS3 but i believe you

probably not, maybe if you jailbreak it, but by deafault id guess no.
