Ya, you don't buy based off brand new in this regard.  It's more about your budget/location/what you're trying to do.

My budget is around 45,000/- to 50,000/- Indian Rupees (650 to 700 US Dollars)

RTX 2080 when it comes out or GTX 1080 Ti if you can find it on a good sale. AMD only competes up to GTX 1080 level of performance for now.

AMD would give you better performance per buck IMO for that budget.

a ryzen 5 cpu paired with rx570 should be a decent 1080p 60fps machine

Not really that knowledgeable but with that budget, i would wait for rtx and see the pricing first. Then buy one if you can afford it since amd doesn’t have a new one yet. Or buy 1080s if its too expensive... dont know much amd :) gsync and sli do you have plans too?

You can buy a GTX 1080 for around  Rs.45000 from websites like primeabgb.com  or mdcomputers.in

Or wait for RTX 2070 which will retail around Rs.51000 in India (https://www.nvidia.com/en-in/geforce/graphics-cards/rtx-2070/)

Always remember offline prices are cheaper than the online prices

Btw where do you live in india?

Also what CPU do you have?
