Here's what I'd change:

- Get an air cooler like the Dark Rock 4 instead of an AIO liquid cooler

- Buy an ASUS Strix Z370-E motherboard instead of a MSI motherboard

- Buy a modular PSU like a EVGA G2 650W or a Corsair RM650x

- Don't buy Windows from Microsoft's site, get it from Kinguin for a lower price

- Buy a 2TB Seagate Barracuda HDD instead of a 1TB one, it costs only a bit more but gives you double the capacity

- Try to get faster RAM with a lower CL, the

why asus? MSI is perfectly fine Ive be rocking a msi z87-gd65 since 2013 havent had any problems (well until now but thats because its getting older)

Hey. Good build you have there. But since you seem to give importance to aesthetics, I've made some minor changes with your build.

Notes:

*Changed Motherboard and GPU. I chose the Krait and the Titanium GPU because they blend well together aesthetically. More so that you're getting a GPU riser.

*Don't worry about the GPU downgrade. The 1070 Ti is almost as good as the 1080.

Not sure if I went tooo overkill on the RGB. If it's too much you could totally save some money on a few things, such as the case and cooler.

 

I'm also not a big KB/M guru, so I'd rather leave those recommendations to other people. As for Windows, you could pay the full $100 but if you're fine with it you can get a questionably-legal $30 key from somewhere like kinguin, or just use windows without a product key (there's just a few customization limitations and a watermark, though I know you can get rid of the watermark).

 

Also, I left the GPU as a temporary replacement. The RTX 2080 and 2080 ti should be out in around 2 weeks, and I'd expect the 2080 to be a similar price but better performance wise. At the very least, it should drop 1080 ti prices. I would recommend waiting until then at the very least... If you're willing to, Intel has new CPUs planned for this quarter though we're unsure exactly when they'll drop.

Also chose the Z370-E because it's Asus Aura compatible. I'm not sure how wide the Gigabyte ecosystem goes as far as cases and coolers.

I don't know if anyone's said this yet, but a GTX 1080 is overkill for a 1080p 144Hz monitor.

Should get one 1440p 144hz IPS display + 1080p IPS display, might have to run the 144hz at 120hz for windows to like both.

You don't have to buy windows you can install it for free using their media creation tool.

 

just buy this cheap keyboard/mouse kit that comes with likely bad but functional back up audio as well.

Both of those high-end systems are virtually equal in terms of performance. So, I will not be able to tell you which to choose.

However, if you check my guide in my signature below - you will be able to choose the RGB Eco-system of your liking. 
For best value I'd pick Enermax and for best customizability, I'd choose Corsair (iCue has endless customization potential as you can mix different lighting functions together & choose their timing/frequency and intensity)

It looks like you're choosing between aesthetics. One is a mostly white and black build. The other is a mostly black build.

 

I have a...subtle disdain for Thermaltake...but I'll leave that out of the equation.

 

Personally I think the white and black build will look better disregarding the RGB because it's more interesting than black, but the black build has better RGB (to me).
