Micro spikes and frame skipping in almost all games.

Hey 
Since upgrading my graphics card i'v been experiencing micro spikes in almost every game. Its not unplayable but its visible and it makes whole experience unpleasant it happens every few seconds and its seems like drop in smoothness for just 0.01 sec then its back to normal. However the fps are fully stable (no drops). In fortnite it's less visible but in PUBG its much worse. But for example in COD Black Ops 3 I cannot see any spikes. But I don't think it has anything to do with my internet. Ping is stable at around 60/80. I'v never seen any fps or stutter problems in cs but for about week its unplayable, its frame skipping so much. (I was able to play it after changing graphics card so its definitely not hardware problem with new GPU). I didn't change anything in my software configuration nor hardware since changing graphics card so I don't know which caused this problem with cs that came up from nowhere.
MY SPECS

OS: Windows 10 64 Bit Home
CPU: i7 4770K (Base clock)
GPU: Asus GTX1080TI (Upgraded from GTX 770)
MOBO: MSI Z97 gaming 7
RAM: Kingstone HYPERX furry 2x8 gb DDR3 CL10 (1866mhz)
PSU: Corsair CX750m
SSD: Samsung 860 EVO 250gb
HDD(1): WD Black 1b
HDD(2): WD Blue 1tb
Troubleshooting steps taken
1.Updating BIOS
2.Moving games to different drives (including system SSD)
3. Enabling Intel integrated graphics card (IDG multi display)
4.Disabling all power saving modes in BIOS
5. Checking DPC latency (In dpc latency checker im getting 1000 average score but I guess this program isn't made for windows 10 and in different software im getting average of 70)
6.Installing and updating all available drivers.
7. Uninstalling GPU drivers using DDU and installing them again without 3d and nvidia sound.

Try use http://www.resplendence.com/latencymon for DPC check. Make sure u gaming on windowed/borderless mode when running LatencyMon. 

 

Can you benchmark the game with FRAPS and then use FRAFS to create the frametime graph.

I checked DPC latency its stable at around 50/60.

 

I made benchmark on PUBG 1920 x 1080 on ultra settings.

Have you tried running offline/SP games? Also it seems that some people are having CPU bottle-necking when pairing this card with a 1080ti.

Yeah i just tested Call of Duty Ghost and Call of Duty Black OPS 3 both of them are running just fine but again i dont think its internet problem cause for example in cs the problem is still present even when running offline with bots.
