My friend is building a computer  and he has these parts picked out:

He already has a case and stuff, he dose have a graphics card (it's not great but it work) so he doesn't need one yet. He has $170 to spend. Is this good build(-ish)? He has a ATX case.

Could you list the other parts he have picked out and have in detail? We need the whole picture :)

He already has the NZXT Tempest, I think he has a 500watt PSU, and some sapphire graphics car that's kinda old. He has an HDD. He'll use it mostly for gaming and some photoshop, premier etc. but mostly for gaming (Blizzard games, warframe and a few other things)

Hmmm understanding his limited budget and that all other parts are on hand, 

 

Well I'd say yes to the motherboard, make sure to flash the bios update, and would prefer he opt into a 6800k and maybe 8 gigs of ram. If he plans to upgrade later those other sticks will be useless. 

 

Will it function as is to play games, sure. Go for it, super budgeted but if he must have this stuff now then yea. 

 

The optimal thing to do here would be for him to just save some more money. Trade in some of the xmas gifts for cash or something? What GPU btw?

 

EDIT! Just read your last post, yea if he isn't planning on doing high end AAA gaming he's all good. Just make sure he understands his systems limitations. BTW, I just upgraded and have a 4mth old 7850 50$ if he'd be interested just PM. Idc about the AMD price hikes, it's just vacuum sealed and awaiting no certain future.

You won't get much for $170 if that's all you have. I suggest for your friend save up some more and plan later.
