I'd say tier 4 is still acceptable when budget is a consideration. There are a lot of semi-decent PSUs in tier 4 if you can't spend $70+ on a PSU.

The thing is, there are "t3" PSUs that are plenty good enough (CX, CXm, Masterwatt) at a budget price, and even some "T2" PSUs (Pure Power 10).

Yes, but still, generally telling people to only buy tier 3 and up is sheer elitism in my book. It's not like all tier 4 PSUs are bad value. The price difference between a tier 4 600W and a tier 2-3 600W is somewhere between 20 and 50% so if that's worth it and possible in terms of budget will differ greatly from person to person.

If y ou actually need 600w then you are looking at a high quality PSU, not something that's group regulated or is a lower end DC-DC platform. If you are looking at 400-450w then the previously stated models are often cheap (CX and CXm often drop to $20-25, TXm is $35 atm and is even better). "T4" is mostly made up of better quality group regulated units - can go out of spec easily and they generally suck.

Yeah, those are "local" deals, so they're not representative for the rest of the world, keep that in mind. In Europe you won't find a 80+ Gold PSU with 550W of power under €80 very easily.

I have yet to find ANY market in which no PSU that's "T3" or better can be found, if you are on a tight budget a 400/450 PSU is plenty, if you actually need 550w then you have a fairly large budget (i7/R7 + x80TI/Vega)...
