No PC can be dust proof. Dust is everywhere.

 

You can't get anything for $250 for the 2066 platform. Sell the motherboard and get a system with a Ryzen 5 1600, 1060 and 8GB of ram. Much more worth it. Unless you're prepared to pay $500 for an Intel i7 7800X.

Mosst PC filters, unless you go extreme like the example above, are more or less the same. Fractal Design, Cooler Master, Corsair, Thermaltake, NZXT, Phanteks.... They're all about the same. Silverstone specifically makes good filters you can buy separate from the rest of the case. However, the finer the filter, the worse the airflow will be, so that's a balance that you'll have to decide for yourself should you decide to go that direction.

Just buy any case, install dust filters on the intakes, then seal off the rest of the case with tape.
