I'd definitely say it's worth it

I think its a scam so be careful. Price is more than haf off (and not even a year old). Ask him why he wants to get rid of it . ask for the receipt (also for warranty)

MSI boards are shit for overclocking. Buying the 7700K is not worth it new as an i5 8600K beats it for less, or even a 8700K if you can afford it. Change to a Z370 from Asus. You can use 2400MHz ram as Intel doesn't benefit as much from fast ram like Ryzen. You can get a smaller/slower SSD that will still be fast, and add in a 2TB Seagate drive.
