The SSD change isn't really necessarily as its just a boot drive. The CPU is really just how long he wants to wait before upgrading... So also his choice. I think the 2600 is fine too, but the 2700x is great.

Most modern high end motherboards have DC fan control onboard, so it'll work with either 3 pin or 4 pin fans

"MSI fan headers automatically detect fans running in DC or PWM mode for optimal tuning of fan speeds and silence. Hysteresis also makes your fans spin up fluently to make sure your system stays silent, no matter what. "

With 250GB, he can put a lot more than just the OS onto the SSD. For just a boot drive, he could get a 60GB drive. With the 500GB SSD, he gets a fairly decent SSD, instead of one of the worst SSDs on the market, and he gets much more room to put whatever he wants onto it. 

He'll probably the limit of the GPU well before the CPU. Imo the price difference can be spent better. Larger capacity SSD, higher end GPU, or whatever else.

The 2700X doesn't really benefit enough over the 2700 to warrant the price difference, imo. Overclocking makes them equal to each other.

I think it's done in the BIOS, but you should only have to touch it the first time you set it up. Really though the default will probably be fine.

I'm not using the SSD for some crazy raid setup or for any proffesional use, literally running a few outdated games from it

Okay, do you know any cases that have really good airflow then, forget the quietness, I have noise cancelling headphones.

PS (edit) I could do with it being under £100, I like the look of the 460x if that's any better?

Masterbox 5 Black, Mastercase MC500

 

The Silverstone RL06 Pro has some of the best airflow in it's class

 

Basically anything that has a mesh front is going to be fine

I'd also highly suggest an RX 580 instead of a 1060 for the future free-sync savings whenever you upgrade your monitor.

I think by the time i can afford 144hz and freesync, the rx 580 will be outdated, it's also £25 more for similar / slightly worse performance
