The rubber on the outside of the cable or the metal part of the cable?

Yes you can paint the outside of the cable perfectly fine.

 

Stores sell cable wire channels or cable management systems which you can put right over cable wires to make them look neater. I think they would look better painted than just painting the cable wire itself.

Use something made to stick to rubber, like those markers people color in the text on their wheels with. I can usually find them at my local gas station

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Who said he wanted something strange? Maybe be just wanted a red one, in that case it’s easy to find one.
