Why is hold music so shit?

Depends on the company. Some of them have really funky music too.

But they have to licence the music, imagine if they had to licence 50 songs each time a new top 50 came out, the cost would go through the roof.

That is why most companies have a single neutral song all the time.

Yep, it's all down to licensing fees and royalties paid to the artists. Hold music is typically royalty free.
