For 100 bucks you can get a cheap 240mm all in one if you see this as a reasonable solution ;)

Usually I'd suggest getting air cooler instead of AIO, as performance of air coolers is just as good with added reliability.

Noctua has some low profile Cpu coolers. They are way better than stock if you have limited height to work with I would consider looking into them. I linked one below.

Yes you can. Like when 158mm is limit and D15 heatsink is 160mm. Fans being 165mm by default. Pro tip: Read before posting.
