Best budget wifi adapter ac 250mbits

So my current wifi adpater is either too slow or is just bottlenecked by being usb 2.0 but I have 250 megabits down. WHen I test on my phone it gets 170 down but my destop only gets around 90 down.  Does anyone have any advise to help this or maybe advise for a budget wifi adapter 20-30$.

Does it have to be a wifi adapter? Can you do powerline?

Well the USB part is most likely the issue. Get a PCI express card instead of a USB pile of dog poo. 

I just want to sit back and watch the world burn.

What's the distance between the desktop and router, are there any obstacles in between like walls, and what model is the router?
