What resolution?

 

Run download and run GPU-Z while gaming. Check the PerfCap Reason and tell us what it says.

i closed the game and it still says idle the bar is in red, now that i opened it again it said vrel or something like that for a while

Ok, so VRel it is - Voltage Reliability if I'm correct. What PSU are you running? I've encountered that when the GPU is overclocked and on a lower powered PSU.

That looks insane... But I don't know if it is unsafe... Try decreasing the overclock - I've found that could actually boost performance sometimes.

I think your insane GPU OC is the source of your problem. Did you just max everything out for fun or did you follow a guide? It does NOT look safe or stable for that matter.

tested without OC same results it is still under performing

Is the card underperforming in other games and benchmarks as well, or just PUBG?

 

Try running a userbenchmark and link us the results.

Well, PUBG isn't exactly a perfect design. It's likely a bug on their side, if you ask me. What settings does GeForce Experience suggest for PUBG for you?
