a popular computer shop in aus, it just shows as a microsoft driver, this is a new build so

This means you didn't install the nVidia drivers from nVidia's website, or your Windows installation was corrupt. Try reinstalling Windows 10 again and getting the nVidia drivers from their official website.

Probably it's your drivers that's causing trouble. Try reinstalling the drivers

What do you mean by having an error saying "CPU need higher Windows"?

I have seen Kaby Lake CPUs working normally with Windows 7, so really don't think that's the main problem here. Also, the OP just said it's a Microsoft Basic Display Driver Adapter, so he probably hasn't installed the drivers for the iGPU as well.

Windows 8.1 does not support your CPU, you need to go back to 10, and then we'll sort your GTX 1060 issue. W10 absolutely supports your graphics card, you just didn't have the proper drivers installed.

That's how technology is, man. Like, c'mon, you expect something you've paid for to work out of the box before contacting some kind of support? Pfff that's just crazy. Sometimes you have to yell at it, or even throw mean looks toward the product, and then it will start working. Haha. Glad it's suddenly working though for you now. :)

that message doesn't mean your CPU doens't work with W8.1, just means what it says, you'll miss some updates and features.

I couldn’t install my NVIDIA drivers for my 1070 on Windows 10 at first because the driver was too new and windows needed to be updated first.

Just my experience.
