Does refresh rates matter if you are playing games at 30/60fps?

I think I found aiming and shooting a little bit smoother tbh but i dont really know if it is really became little smooth coz of the refresh rate or my mind playing tricks on me.What I'm saying is It's not a night and day difference.
The monitor is definitely running at 75hz.I did the ufo and frame skipping tests.
You'll always see the lowest common denominator here. So if you have a 75hz panel, but are only getting 45FPS in a game, you won't see any real difference. The only way to see any difference would be to get your FPS up to said number.
