What is the best graphics card to buy, and run the best at overclocked speeds for under $300.

Are you open to second hand, if yes look for a 980ti or a 980 on ebay or somehwere you'll get a better price than if you but a new one, as a 980/980ti is about as good as a 1070 and thus better than most things you are likely to get. Also miners don't want them so prices are good and normal

when instead of buying new you buy it used from someone else instead. Imagine it this way instead of buying from amazon a 980 you buy it from your pal jeff, who has used the card before, because it's used it is cheaper but has the downside of being used and possibly wore, but in GPU terms unless it was mining it will be completely fine as GPUs are hard to kill, I literally have knocked capacitors off and stuck them back on with a bit of force and I haven't killed one.

just say used lol and the downside is you have no warranty if yu buy used, so if its broken its broken and the manufacture wont fix it for free, but if you buy new they will fix it for free.

funny how you say higher spec when a 970 and 1060 perform pretty much the same and in a ton of tests the 970 was a little better even if it was like 1% better, better is better.

980ti then you can OC to a 1080 FE or over a 1070

Just because it performs better does not mean that it is a better choice. It performs hotter, requires more power, will be outdated sooner, and most importantly has 2 GB less of VRAM. 4GB will be obsolete a helluva lot sooner than 6GB. So even if they do perform similarly, its the same case when you talk about 780ti vs 1060 3GB : A 780ti performs pretty good for its cost but its on Kepler and uses tons of power.

If your paying $250 for a 970 your being ripped off I found 980s at that price

These graphics cards up for the taking I don't have that sorta money to spend and I can't be arsed actually looking to see if the sellers are dodgy but 100% feedback and above 100 feedbacks for one and 400 the other isn't terrible but not the best. Looks alright from a quick look though (It's 4 in the morning here though so have a look yourself)
