1) yeß

2) No, its a pretty bad unit by todays standard. 8 Years old, lacking protection, rather loud. Not really worth thinking about. If you want fully modular in rather cheap, the Cougar LX could be an option, the next best thing would be Cougar GX-F, if available. And if you don't have much money, you don't need 600W+ anyway, that's only something interesting for LGA20xx...

3) yes, Intel is respomsible for ATX Specification

4) Yeah, but who calls it EATX Connector? oO E-ATX is a standard for the size of a Motherboard.

Why are there still people that consider everything except a $300+ PSU as horrible and unusable in 2018 even though it's from one of the most reputable and reliable manufacturers?!

Corsair CX Series, Cooler Master Master Watt, be quiet Pure Power 10 (and System Power 9), Enermax Revobron are all way better than Seasonic S12II/M12II while costing the same or less as those.

 

So your statement is wrong, there are better alternatives that don't lack OCP on any rail and also feature DC-DC...

 

S12II-Bronze wasn't particularly good back in 2010 when it was introduced (Cost down version of the 'normal' S12II), it certainly hasn't gotten better.

Especially since Seasonic lied on the label and printed two +12V rails where there is none.

If you define "Rail" as something that is protected by a protection Chip though with OCP (or at least UVP)...
