Is 2x8gb 3000MHz ram overkill for Ryzen 1200

I don't understand the purpose in cheap up so much on the CPU and then try to go all in on the memory.

nope. but im not into ram clock speeds. im running a ryzen 1600 on 2400mhz ram.  its cheaper than the 3k mhz ram. ill upgrade when the price comes down.

Okay, but how long would that ram last me? Assuming I don't upgrade for at least 2 years?

Friend, memory matters way less than CPU, first you invest in the CPU for the most performance and then if you still have enough you invest in better memory for a fraction, a little bit more gain in performance, you got the cheapest ryzen CPU, whether you have 3333mhz or 2133mhz it hardly is going to make all that much difference now where having bought a ryzen 5 1400 or 1600 would have mattered waaaaay much more.
