How many DNS servers are there?

I know that there are 13 IP addresses for root servers which point to TLD DNS servers, if Verisign is .com TLD name server then what's the purpose of ISP DNS servers, OpenDNS, Google DNS etc?

How do these DNS servers get data from TLD name servers?Is there a public file?
