If 1080p 60FPS is your goal, that'll do just fine.

First, i5-7400k? I think you mean 7600k or 7400. Second, it depends on your resolution and what games you play. If you turn on a FRAPS monitor, you can check your CPU/GPU utilization in games, and if you aren't hitting your targeted frame rate, and your gpu usage is under 100 or 99% while your CPU usage is around 90-100%, then you might be CPU bottlenecked.

Cuz im thinking of buying a new pc. 

And I'm meaning the 7400.

 

And im planning on playing games like Fortnite idk

There is no i5-7400K. If you're buying this from someone and they're saying it's an i5-7400K, either they don't know what they really have or they're trying to scam you.

if you play at 1080 doesnt matter 7400 or 7600k if you play at 1440p get a 7600k

I meant a Intel Core i5-7400 Kaby Lake Processor Socket-LGA1151, Quad Core, 3.0GHz, 6MB cache, 65W, 14nm, HD630

The higher the resolution, the lower the CPU requirements (usually, depending on the GPU). I'm fairly sure you don't know how drawcalls work.

 

Also, the 7500K doesn't exist either.

The i5 does begin to struggle in modern titles to hold a 60fps line. Some games, like the new Kingdom Come, will not run well on a quadcore.

So anyway, to answer the question: yes you will have some bottlenecking, but it'll depend on how many threads the game issues at a given time and what resolution you're playing at. If anything, this will mostly affect your minimum FPS and will make stuttering a lot more noticeable.

7400 its enough to handle 1080p 60fps, if you want to squeeze that 1070 with 1440p /144hz  or 1080p/144hz (brand new monitor) just buy a 7600-7600k (you wont notice the diference on gaming unless you switch to a new monitor)

It could have. Check the games you play and see how the 7400 performs. By the way, you haven't explained why this is relevant. Do you own the 7400?

This is now the second time you're giving uninformed advice and I'm going to have to call you out on it (first one I let it slide). A 7600K is not a 144fps CPU, not by a long shot. You're lucky if you hit 144fps with a heavily overclocked 8700K.

 

And a 7400 is NOT a CPU that guarantees 1080p60 in all games.
