AMD's new $120 APU is a pretty decent starting point for building one. PC games are cheaper than console ones so you'll save more money in the long run too.

You could probably buy a gaming pc prebuilt or oem gaming pc to avoid the price hike. If you are building id skip adding a GPU and just use the 2200G/2400G. You would ve able to add a GPU later.

 

Other than that it is up to you really

PC games aren't really cheaper on PC, if you're playing brand new triple A titles. You also can't return a game if you don't like it/played over 2 hours.

Sorry to ask but don't you have to get the bios flashed for B350 motherboards? I mean, like ask AMD for a loan CPU or take it to a local shop.

 

I'd hold off for a bit, buy a normal PS4 for $200 and be happy with that. It also has a lot of cheap games used and a good selection digitally, though most of the good sales are done via PSN.

You need to get a new board with the new 2000 - series bios. This is very importany and it will refuse to boot if you dont have the new bios. Id recommend going to a store oooking for a board that is marked with the "2000 - series ready" sticker that the boards with the new bios has. If there is a local pc store nearby you they might update the bios for you if you bring a mobo and the cpu with you (by local i mean small business) . Also check if the mobo actually has a HDMI, because a handful of them dont have the ports to plug in a display

also dont buy windows from a store, you can get windows 10 pro from allkeyshop.com for like 15 usd. just install windows 10 on a flash drive and boot from that, it will save you a ton of money

While you can do that, keep in mind they're OEM licenses. If you change motherboards, the license is officially invalidated (disregarding loopholes that will sometimes allow reactivation). They're also not 100% legal as they're often leftovers from defunct system builders/boutiques and not meant for resale.
