HDD bottlenecking my startup time

I know this doesnt seem like a big deal, but it annoys me.

I have a samsung 840 SSD as my boot drive and A 1 TB back up HDD. When I turn on my computer It proceeds to load windows, and then it pauses for 5-ish seconds just to start spinning the HDD...and then I can log in. If I do restart my computer, since the HDD is already spinning it takes me to my log in  page almost immediately. I want these speeds from a cold boot.

Is there a way to stop the HDD from spinning on boot?

Where is the OS located? If it's on the SSD I think you should be able to go right into windows without having to wait for the HDD to boot up unless ALL of you data is on it.

Go to your boot order or boot devices in the bios and leave out the hdd.
