Why is my cpu doing this?

You reached the limit of your CPU. It was never meant for 144Hz gaming. You'll want to sell your 6600K and upgrade to an i7-8700K for 144Hz gaming.

4c/8t cpus like the 7700k are pretty much the minimum for streaming decently, but you're still typically making sacrifices, 6c8t like the r5 1600 or 8600k can deliver acceptable performance for both you and viewers of your stream with proper settings, 8c/16t like the r7 1700 or any intel cpu that fits the bill will allow you to play at the same performance that you do when not streaming and deliver a high quality stream where you shouldn't have issues with dropped frames or quality

Its a 4 core 4 thread cpu at 3.1ghz, i wouldn't expect much out of it.

Considering Twitch limits your maximum bitrate at 6000 kbps unless you're partnered (last I knew), you'd be fine with a 7700K. I have a friend close to 3k followers who streams Overwatch on a 6700K and does fine.
