my cpu clocks to 3.06GHz when i use 0 programs

i didn't use any program, but my cpu clocks to 3.06GHz, idk whats 3.06GHz used for 

i updated all drivers and update to newest windows 10 already

Go to Control Panel-> System and Security -> Power Options  

And check if you have enabled 'High Performance', if so that might be what's keeping the clocks high.

I still wouldn't trust task manager to show correct clocks. And you could aswell run at max clocks all the time. Doesn't effect on power usage nor CPU lifetime. Just not how those work.
