Get an older CPU for windows 8.1, or new with windows 10

Shouold i get an older intel cpu (i.e. i5 6600k) that is compatible with windows 8.1 pro(my preference in OS), or get a newer CPU (i.e. i5 7600k) that is only compatible with windows 10?

that really dependents on OS you prefer because the chips are practical the same tbh

There is no such thing as "Windows 10 compatibility only".

I think JayzTwoCents did a video with either Kaby Lake or Ryzen where it had tons of crashes in Windows 7.

Yeah, I mean for reverence my cpus are from 2009 and I have win10 pro

You can use any CPU you want

im running windows 10 on a Core 2 Duo laptop

as well as my own PC which has an old Phenom X6 

with no issues

 

i would avoid Kaby Lake k-series CPUs as they run quite hot

Windows 8.1 is still supported with security updates. If you have AMD Ryzen or Intel Kaby Lake or later you will need to complete some registry tweaks in Windows 7 or 8.1 to get security updates. Don't feel obligated to jump on the Windows 10 bandwagon, do whatever makes you happy.
