It's worth paying extra for the open type cooler. How much do 1070ti cost? It's 95% of a 1080 really

As for the PSU, I wouldnt risk expensive hardware with that.

Dont use a 1080 with a blower cooler, it's not enough to keep the 1080 cool and it wont boost its frequency as much. Where (location) do you buy from?

500w is enough, but consider the PSU's age and quality, it's time for a new one. CX550M with grey label should be good, though you could spend more for a high quality 550w~650w PSU that can last much longer.

Use the same PSU for 20 years then 99% of them will :P

If you plan to leave it on Air cooling dont go for a blower style one save your money and buy a decent one. Such cards only make sense to rip cooler off and replace it with a water block or aio cooler.

Maybe but really if CPU and GPU draw maximum power it cant handle it.

So you have no intakes? That does not sound good for thermals at all + the dust from negative air pressure you blow into your system.

Dont modern PSU's have fail safe for that scenario ?

The failsafe is constantly rebooting your PC and possibly causing components to break due to over / undervoltage.
