Did it, it didnt change anything as the mobo was already factory settings.

ok, so the articles seam to reference a few thing's that worked.  Clear CMOS, not just set to default.  Re-seat ram and the final one mentioned to work was reflash BIOS.

I've seen this problem everywhere, I even have it myself. Since you have an MSI board, go to https://forum-en.msi.com/index.php?topic=283344.msg1615503#msg1615503 and download the latest beta BIOS for your board. If you do some quick research, you will find many people who have the same problem. Unfortunately, my board is an ASRock board, and they have not yet released a fix for this bug.

Ok so i built my pc on christmas, installed windows and everything booted it up got steam and played some games. I started off playing csgo, as this game is not hard to run and get high fps. I set all my settings to low, and search for a deathmatch on dust. I notice in the fps counter im only getting 50 fps, i couldn't believe what i saw. I thought to myself it could of been the amount of players in the game so i started up a competitive match and the same thing´s happening, im only getting 50 fps. Since i know this game is cpu intensive, i download cpuid. I open cpuid and it says my core speed is only 1.55 ghz, when it should be about 3.1ghz. Does anyone know why this is happening? I haven't overclocked it or anything. If anyone has any idea on whats going on please help me. If you need more info i can post more.

I just had this problem.... But if you go into the BIOS and reset the bios it goes to full clock speed, this fixed it for me. I don't know if you still have this problem now, since this post is old, but if you do, reset the BIOS in the BIOS :)
