CPU USAGE 100% ON IDLE WIN10

There is a possibility your windows task manager is showing incorrect info... consider doing a clean reinstall of windows. Either that or your PC has a really elaborate type of crypto mining malware on there somewhere.

Malwarebytes - http://www.malwarebytes.org/
Roguekiller - http://tigzy.geekstogo.com/roguekiller.php
Combofix - http://www.bleepingcomputer.com/download/combofix/
Adwcleaner - http://www.bleepingcomputer.com/download/adwcleaner/

 

Disconnect yourself form the internet

Run Malwarebytes with a realtime scan and then a full scan. 

Run Roguekiller's scan and then delete whatever comes up

Run Combofix as a admin and temporarily disable any if your anti virus firewalls plus close any open applications

Run Adwcleaner

Then run a full scan of malwarebytes or whatever anti virus software you've got.

I'l give it a try , altho i'm going for ssd in couple of days , so fresh windows will be the first stuff i will do = )

Yeah, since it is only a couple days, I would run the anti-virus and anti-malware in the mean time but not bother with the fresh install yet. Though if you plan on keeping your current drive for more space you may want to wipe it first. Good Luck and maybe reset your BIOS if it has a backup after installing you new drive but before installing Windows since the Mother Board is new too. You may have some old setting from previous components causing issues. Fresh start with all, good luck and let us know how it works out. :-)

did ran all those programs,i'm still sitting with 100% cpu usage tho hmm...

Welp do a clean install then. The most effective last resort option.

Could it be your power plan in windows?

If it's not set to balanced mode,  then the high performence mode is setting cpu to minimum 100% and maximum 100%.

changed to balanced , still getting same 100% cpu usage :[

What mode was it set to when you entered the power settings? Reason why I'm asking is because some software can force it back to high again. For example im using fl studio (audio software), and it forces my powerplan to high just by opening it.

So it was on the high performence mode when you came in. Try going back in and see if it's back on high, maybe something is forcing it to change?

Now i left it on balanced , it seems to be staying like that.

If it stays at balanced and it won't idle now, then I'm lost. But you could enter advanced power settings and try setting max cpu to 80% for example and see if it changes? To me it sounds like it windows power settings that is fucked :)
