Spring-loaded knives are illegal. Spring-assisted knives are fine.

 

Since it's opened manually with the nub on the blade and assisted by a spring it's fine.

 

If it was a button-opened knife like a switchblade it would be illegal.

Are you in a mechanically-inclined line of schooling?

 

Should he be playing around with it? No, probably not. But having a knife on him is a completely legitimate need as someone who is often unboxing new products, building PCs/messing with builds, and sometimes adjusting networking hardware.
