How to Stop Windows from "Picking up where I left off"

After the fall creators update for windows 10 my computer starting doing this thing where it will "Pick up where I left off" after shutting it completely down. It almost feels like it's just hibernating instead of shutting down.

 

This is a pretty annoying problem for me because I never really close any web browsers or anything else I'm doing, I just click shut down in the start menu. 

In some cases, I can close everything out and it will still open it back up next time I turn the computer on, like the MS word document I was working with last night.

 

Is there any way to disable this?

But seriously:

I have to admit, it does feel strange when you are not used to it, but it was a featured asked as Apple has something like this.

Personally, I don't get what the option is in Cortana, which terrible as Cortana options are burred.. even if you want to use Cortana.

It should all be under the Settings panels. Hopefully, they are moving it, as right now, if you are Insider, they added "Cortana" section in the Settings panel.

 

Oh, when you toggle the option, don't forget to hit the Save button... yes, even if the new settings panels apply changes as you click them, Cortana Notebook sections specifically, does not... wonderful, I know.
