ASUS GPU 1 fan out of 3 spins out of control

hey guys, 

 

My problem

i got a new GPU ( asus strix gtx1060 o6g gaming)  today and on first bootup this happened ( didnt had any drivers intalled ofcourse, deleted the old ones with DDU )

When i boot up my pc gpu fans go to 100% for a couple of seconds then shut of ( as normal ) but 1 of the 3 fans wont slow down and will spin what I think is at 100% ( lots of noice ). When i reinstall the drivers nothing happens, BUT 1 in 20 bootup or so it will spin just fine....dont know why

 

What i tried

Using afterburner/gpu tweak 2 to control the fans. It seems i can control the 2 silent fans. But the one i want to slow down wont react.

Reinstalling drivers: wont affect anything 

trying to put the gpu in another PCIe slot

 

i hope you guys can help me out here

 

my specs

CPU = i5 4670k
GPU = GTX 1060 6GB 
PSU = corsair rm550x ( 80plus gold ) 
Motherboard = B85M-E ( Micro ATX ) 
RAM = 16 GB DDR3 ( corsair i think )
