Blue mess on my screen

 I bought a used PC with decent specs ( i7 4770k, Maximus VI Formula, 780ti, 16gb ram etc.) and it didn't come with an drive so I poped in the SSD from my rig  (which has an r9 270) and I got this mess. After that I uninstalled the amd drivers and installed the nvidia ones but no luck. I'm currently downloading a windows 10 iso and I'm going to do a fresh install. In the meanwhile can somebody tell me what's going on there?

I don't understand what is not working? the screen looks ok to me. I guess you could enable transparency if you want.

Check your cable connections. I have seen DVI do some crazy things if they don't have a solid connection. I have also seen monitors do some crazy things as well. if your cables look good unplug power from your monitor wait 30 seconds and plug it back in. See if that fixes anything.

yeah didn't fix it unfortunately, I also just tried to start a game and that didn't work I'M guessing it's not just my monitor.

No unfortunately I do not,  really hoping the fresh windows will fix it. If it helps the blue stuff doesn't seem to appear on white stuff (and is strongest on black) and if I go over it with my mouse it fades and then gradually comes back.

Strange 

Well see what a fresh OS install does but I wonder if maybe it either has something to do hardware in some form. Be it the GPU, Cable or Display.
