Ok. I'm about to tear my f*cking hair out.

SPECS:

RX 480, i7 2600, 8gb of DDR3 ram, 250GB samsung evo, windows 7 64-bit (FRESH INSTALLATION), ocz fatality 550w psu

 

The problem is I get a steady 144fps all the time in everything. However.. randomly sometimes my FPS goes down like 15-25 out of no where, and stays there for 10 minutes? It's like my computer is throttling itself.

 

The kicker: When this happens, I check my task manager, msi afterburner, and cpu usage is at 1-3%, ram is only at 2.5gb usage, memory clock is the same on rx 480. I don't really see any throttling.

 

However, what's even more weird? If I log off my current windows 7 session and log back in, FPS goes back to 144 instantly. No throttling. Like, what in the ever hell is going on here? Fresh installation and the only app I have open is Chrome.

 

I replaced my PSU last night to see if maybe my PSU is throttling/dying since it's like 5 years old.  I replaced my ram as well, still no luck.  This isn't really a hardware issue because when I log off / switch user and re-login back on Windows, it's fixed? This is a OS problem isn't it? But this is a fresh installation of Windows 7.. I just don't understand any help is appreciated!

Edit: Forgot to mention the CPU temps fluctuate between 30-40c when this happens (using RealTemp)

 

Edit2: This seems like it only happens when I am NOT GAMING 24/7. If I am alt-tabbing from a game, or just browsing/posting on forums/facebook it will happen.

High performance mode in power settings is on too!

I don't want to assume anything so I'll ask, it's a fresh install but what about the drivers and utilities? Especially the GPU drivers and utilities, are those the latest from the manufacturers website?

how old is the boot drive? can you run health checks on it as well?

what are your temps when it goes to low FPS,

 

cpu usage should not be a 1-3% when a game is running

Oh yep. I even checked them when it happens too, it's like  30-40C  (using RealTemp)

Hehe, I disable windows update crap in services.msc so I know that can't be it. But I will check task manager list and see if there is any weird .exe's running when it happens? Although pretty sure I've done that before countless times and I don't really see anything. This shit has been happening for months I am just getting so mad now I decided to make a post to vent :( . I mean my computer runs freaking fine then all of a sudden it decides to poop to 15-25 fps for xxx minutes. SOOO ANNOYING LOL!

This seems like it only happens when I am NOT GAMING 24/7. If I am alt-tabbing from a game, or just browsing/posting on forums/facebook it will happen.

u just enabled hpet

 

if the issue gets worse, disable hpet in ur bios and os ,,, ofc same command line but then to>  false

 

ur system might feel different in responsiveness after enabling it ) usually a quite nice improvement if hpet is enabled in the bios(default setting) )

 

it can fix issues like this

Strange. This just sounds like a driver bug tbh, have you already used DDU to uninstall drivers, and then installed the latest version? Also, how many overclocking programs do you have? None is an acceptable answer :P

Hehe, nope never used that before. I just download the new ones that come in through the AMD Crimson app or w/e :o

 

Yeah, never oc'd anything haha I just downloaded the MSI Afterburner app bcz I figured maybe my RX 480 was pooping it self and wanted to check it, when the fps drop happens but in fact I guess it's not my card?!

Nah, just go and use DDU (instructions are idiot proof, just install the program from guru3d or whatever website) in safe mode (it takes you there automatically), then select uninstall and restart for AMD drivers, and then install the latest ones from AMD's website.
