Take out the GPU and try on integrated graphics.
Does the mobo give you any post codes?

Gaming PCs:
Intel i7 4790k, EVGA GTX 980ti, NZXT H440
Intel i5 7600k, Asus GTX 970 DC Mini, Silverstone SG13B
HTPC: AMD Phenom II X6 1045t, EVGA GTX 770 FTW, Fractal Node 604

POST stands for Power On Self Test.
If your PC fails POST, there's usually some indicator lights on the mobo that tell you what went wrong.

I used the integrated graphics and it turned on and went to my normal desktop but suddenly my fans just went full speed but everything on the monitor seems to be working fine. I am so confused

Use a program like Coretemp to check your CPU temperatures in the OS.

Gaming PCs:
Intel i7 4790k, EVGA GTX 980ti, NZXT H440
Intel i5 7600k, Asus GTX 970 DC Mini, Silverstone SG13B

If you check your temps and everything looks good, Plug that graphics card back in (Remember to plug in the power cables if your GPU requires them) reconnect the display cable to the card, and see if it'll post.

Everything seemed normal besides the fans running at full speed so i shut it off and ran from my gpu, but before it could fully start my fans went full speed and my screen went black

Something is up with your graphics card.
What power supply are you using?

EDIT: I read the previous post.
