It depends on the programs and if they've made registry changes or added values to the registry and if you want them in the Start Menu or just go into the drive and find the launcher itself.

Not games. Most of the games will work. If you have steam, just install the game as normal but point out the directory where you previously had installed the games. Then it'll do data integrity check and you can play the games. For software, I recommend install all of 'em from the beginning.

Steam games: no, just revalidate

other games and all software: Probably.  It depends if they've put down essential files and registry keys elsewhere in the system, and on Windows, this is quite common.  If you have open source software that also offers a Linux version though, chances are it will work fine without reinstalling.
