best way to diagnose a faulty PSU?

You could buy a psu tester like this one from Thermaltake https://goo.gl/xH3E6i

so last year whilst i was at uni my PC stopped working completely, i never found out what the issue was as i replaced all the possible parts it could have been (the motherboard and PSU ). I haven't tested the PSU since so is there a safe way for me to test if the PSU is okay without risking any components?  The PSU is a 500W 80+ bronze EVGA

And those things don't work with some PSU because they don't work without load and test the PSU without any load.

 

So take it with a bucket of salt...
