Problem Fixed, Windows was the main problem. The PSU was working tho.Thanks to @jarmenti for helping.

atx standard allow 5% variance in voltage (and most people say even 5% is crazy)... that supply is literally at the max, and probably drops out of spec when the system actually does crash.. i'd say its time to RMA that thing (if it's new) or get a new one.

i'd still be a little iffy on that power supply!, It could just be a fluke that you reinstalled windows and it's not crashing now.  If you look at the pic I posted of a "good" working unit you can see there's like almost no variance between unloaded and loaded! If you have any issues in the near future, definitely think of the PS as your main culprit.
