I would say it is. Although, depending on the rest of your specs, you may consider other upgrades first.

On games like Civ 6, I find that when I progress into the late game the frame dips from 60 to 40 max but spikes between 20 and 40, it is quite annoying. With ESO I could never hit 60 but I turned down graphic settings and I got it to hit it, but with still few drops down to the 30s which doesn't bother me as much since it is less frequent. I am hoping with a CPU upgrade it will eliminate this.

I think the Ryzen 5 would be a great choice.
