gtx 1080 Ti not working properly

So I recently had to re install windows because my computer wouldn't recognize my GPU and now that ti does this happens, any ideas?

Have you plugged the display connector to the graphics card?

What's the problem?

Look at the clocks, it also seems to not be functioning correctly as games have visual oddities.

the max clocks seemed fine.

Yea but the max clocks is what it should always be at not what it currently is at a low of 100-200 mhz.

That's power saving mode. When you are not playing games or making it work hard, it will stay at that low clock speed.

In Nvidia's Control panel under 3D settings, there should be a power management option. Just set that to performance and it should disable pwr saving mode.

thanks! Guess those setting got reset when I had to reinstall the drivers

is there any way to disable it outside of games or 3D software as it says or am I stuck with it in power saving mode? I set it to prefer maximum performance but it doesn't seem to apply outside of 3D applications.

In my case, the GPU stays at it's base clocks in performance power plan after closing down my games and staying in the desktop.
