Cooling a i5 6600k at 4.8 ghz 1.4V

The NH-D14, Lucifer, or AIO will be your best bet. 

Hey what coolers do you reccomend for an i5 6600k at 4.8 1.4V currently im rocking a hyper 212 evo at max 83C but its so loud that i need a quieter solution.

Water or air ( only 160 mm clearence for air cooling)

You would need a larger heatsink or an AIO, unless you want custom water-cooling. 

 

I could recommend the Deepcool Lucifer or Kraken 240mm

The size increase isn't large enough to be "worth it". You'll want a dual-tower or "cube" heatsink as size is the main factor when it comes to diffusing heat with heatsinks.

at similar settings my 6600k would be up around 80 to 85 under normal load with my corsair h105 with the corsair ml120 fans turned up just enough to hear them.  Under synthetic load like p95 it gets into the 90's.  I cant get 4.8 stable with mine but I have the temps were with it at 4.75 @ 1.42v and the temps were just higher than I liked for the minimal gain I saw vs 4.6ghz which I can get at close 1.325v.  I ended up running it at 4.5@ 1.3v because the temps stay in the high 50's under normal load and I can make it dead silent.
