Nothing on earth hits 14 ghz. The fastest CPUs hit 5ghz and for GPUs the 1080 ti is the fastest at 2.1 ghz. You are confusing mhz and ghz. And you don’t listen to advertised speeds. GPUs always boost far higher than advertised speeds.

Some hit 2.1 but that’s only if you won the silicon lottery. All will hit at least 1900mhz on air, and some will hit well above 2000 or even 2100 on air.

The silicon lottery is term used to describe the luck you have when it comes to getting a CPU or GPU that is good at overclocking. Not all

CPUs or GPUs can overclock as well as each other due to slight defects in the manufacturing process. For instance since we are talking about 1080 tis. If your 1080 ti can hit 2100 MHz stable, you won the silicon lottery because that is an awesome overclock that not a lot can achieve. But if you can’t hit 2000 MHz stable then you lost because your card is not good a overclocking. Same with CPUs. Most 7700Ks can hit 5ghz so you won the silicon lottery. But it might be possible that you can’t even overclock to 4.6ghz. In that case you lost.

1.6ghz is terrible boost clock for a 1080. Minimum you should be getting 1.8ghz for your boost speed. But most people with some overclocking can hit 1.9-2ghz easy.
