"Is 180-240 fps okay?"

Yes.  It's very okay.  You're way the hell above the refresh rate of the vast majority of monitors.

SFF-ish:  Ryzen 5 1600X, Asrock AB350M Pro4, 16GB Corsair LPX 3200, Sapphire R9 Fury Nitro -75mV, 512gb Plextor Nvme m.2, 512gb Sandisk SATA m.2, Cryorig H7, stuffed into an Inwin 301 with rgb front panel mod.  LG27UD58.

Aging Workhorse:  Phenom II X6 1090T Black (4GHz #Yolo), 16GB Corsair XMS 1333, RX 470 Red Devil 4gb (Sold for $330 to Cryptominers), HD6850 1gb, Hilariously overkill Asus Crosshair V, 240gb Sandisk SSD Plus, 4TB's worth of mechanical drives, and a bunch of water/glycol.  Coming soon:  Bykski CPU block, whatever cheap Polaris 10 GPU I can get once miners start unloading them.

MintyFreshMedia:  Thinkserver TS130 with i3-3220, 4gb ecc ram, 120GB Toshiba/OCZ SSD booting Linux Mint XFCE, 2TB Hitachi Ultrastar.  In Progress:  3D printed drive mounts, 4 2TB ultrastars in RAID 5.

MSI Afterburner or EVGA XOC's built in monitors.

no. its really not. my 970 will happily max out that game at the 300fps frame cap with an I5 4690K

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

Spoiler

well you are chokeing your GPU pretty hard but dedicateing all the cores of the CPU to the game?

to in the lauch options do some screw around and make sure its dedicateing all the cores to the game. oh also make sure to disable both NVIDIA ShadowPlay and XBOX GameDVR in their respecive apps, gets you quite a bit of preformance back

What's the resolution? If you have anti-aliasing at max, that'll explain the lower count in regards to FPS, as this is handled by the CPU.

ShadowPlay has a negligible hit on performance.

~10% in some games from my testing with a 970. its pretty bad

I refuse to believe that. My experience with my old 970 and 1070 made a difference of about 1-2 FPS, at 1080p and 1440p.

could have been diffrent versions or something idk. wasent just straight up eating 10% off the FPS in all games but some games, like CS:GO it did eat some

Then I'd say it's down to the CPU.

The RAM is fine. Your GPU is easily handling the graphics intensive tasks, but as the resolution is lower, there is more load on the CPU. If you also have AA enabled, especially at its highest, it'll tank the performance quite a bit. However, you're getting well above 60FPS, so don't worry about it.

See what CPU usage/frequency looks like in CPU-Z when you're running CSGO.  If things look good you may have to make sure your graphics settings favor max performance (you could even go into your driver's 3d settings and tell it to favor max performance).  Toggle multi-thread on/off, sometimes off is better.

180fps is very playable though.  That means it takes about 5ms for an input to register, which is super super low.  You probably won't feel the difference if it were ~300 (about 3-4ms).

I used the CSGO benchmark and my cpu usage was about 75% and gpu was 30%

is this normal?

Yeah sounds about right, CSGO only uses two threads iirc.  It'll only utilize so much cpu.

Seems low usage for the gpu tho. Check other games and see if the gpu usage stays low or check some benchmark out. Also try increasing you rez to see if it increases the gpu usage by much sounds like your cpu is bottle necking it pretty hard but don't really have enough infomation to say.
