No, you cannot tell the differences. You should ignore response times for the most part for many, many reasons. There's a good monitor FAQ pinned to the top of the displays subforum that you should read, it covers response times there. I've typed out the reasons for ignoring response times so many times now, I'm just directing to the FAQ because it answers the question well. 

 

Just for reference, the difference between 1ms and 5ms is 0.004 seconds.

do you have a recommendation for 1080p monitor ? thanks!

Depends on your budget and most common workload. 

 

For a great all-rounder, I'd recommend the Dell U2414H as it's good at everything. For pretty much entirely gaming though, you may want to consider a 120/144Hz monitor, though you will have to settle for TN in that case, so colours won't be as good.

i don't mind the colors, my idea is gaming! and some school stuffs hehe. thank you for your suggestion :)

Dell is really one of the best monitor manufacturers out there in terms of reliability and track record. They're generally sensible and practical monitors without LED logos being projected under the stand *cough* ASUS *cough*. The more minimalist and simple style fits some better, like myself, but doesn't really get the hype that the GAMING 23,000 0.01ms marketing BS monitors get.
