its better to set a manual graph for your GPU using MSI Afterburner if you want to get more low temps.
when i do mining with gtx 960 it stays at 60c under 100% load.

I have 5 GPUs and they are never above 73C. I have two external fans blowing air from above them to cool them and limit the fans spinning...

4 1060s and a 1070.

Yah, I would say even up to the middle to upper 70s is fine.

I run it at about 60C, I could go a good bit lower but my fans are basically silent now :P (1060 Armor). I'm running about 55%to 60% power usage while mining (about 70w!) with a heavy memory OC and a good undervolt and slight downclock on the core

Mining on 55% power usage means lower profit? or it does not affect?

Boosting my memory clock gave me a substantial boost over stock and my low core voltage (core is still 1923MHz) means that my card is silent and cool as a cucumber while not stressing the card as much

but turning the power usage down will do harm to my gpu?
yesterday i was trying to tweak and i set the core to -400 the the memory to +700ish then the power usage to about 60% and i got an artifacts.

That simply means your mem clock was too high. I left my power limit on 100% and manually told the card what voltage and clocks to run. Hit ctrl+F in your OC software
