Would people consider this cheating/exploiting CS:GO?

So I've had this problem for a while, in mirage when I go b as a CT in round-start if there's like more than 2/3 people coming my game stutters a bit (pretty noticeably too) and I actually did win a few rounds because of this.

I'm aware I'm by far not the only one who has this problem but does anyone know how I can remove this stutter? (other than buying new PC parts xd)

You're not using third party software nor tempering with the official software therefore no it is not cheating, not sure if it could be consider a glitch exploiting though....

Why don't you use Shadowplay? Playstv has had a history of stuttering in some games like CSGO. Also do you have frame limiter on or off?
