There has to be a better way to cool your graphics card than overvolting the fans. Try adding more case fans or reapplying thermal paste. Also make sure your case fans are optimized for static pressure rather than airflow and that you have balanced static pressure. Besides that, if you saw the video where linus used an 11,000 RPM fan you can see how you really hit the law of diminishing returns.
