How do I make the EVGA Geforce GTX 1050Ti FTW's fan spin faster than max?

There has to be a better way to cool your graphics card than overvolting the fans. Try adding more case fans or reapplying thermal paste. Also make sure your case fans are optimized for static pressure rather than airflow and that you have balanced static pressure. Besides that, if you saw the video where linus used an 11,000 RPM fan you can see how you really hit the law of diminishing returns.

I want to be able to make my GPU's fan spin faster on evga precision xoc for max cooling, is there any way to modify the program to make the fans work faster?

You could over volt them yourself outside of any program but you know your asking to kill them

Not as far as I am aware. They put these restrictions there for a reason. If you really want to push the fans past their limit you can do this by disconnecting the fans and powering the fan will an external PSU and overvolting them. Some soldering and knowledge of electronics will be required.

There has to be a better way to cool your graphics card than overvolting the fans. Try adding more case fans or reapplying thermal paste. Also make sure your case fans are optimized for static pressure rather than airflow and that you have balanced static pressure. Besides that, if you saw the video where linus used an 11,000 RPM fan you can see how you really hit the law of diminishing returns.

The max is decided by the card, not the program.

It's a combination fidget spinner and space heater that also happens to game xD

You shouldn't have to do this. Is your graphics card overclocked? Also, Leaving your fans on 100% all the time is going to put them in an early grave. If airflow is the problem make sure your cable management is nice and clean. Maybe even try adding some extra case fans to help bring in more cool air.

Why would you need to do that anyways? The card is designed to output heat that the heatsink and fan can handle. And the FTW version has 2 fans so they wont need to spin as often. You can kill your fans and your gpu power delivery by overvolting your fans over max. Dont Do it.

Also, if you've been running your computer for a while, try blowing the dust out of your computer. You'd be shocked by how much dust can develop and cause higher temperatures.
