How many times do I have to tell you that 280W is so much more than you need and that you're being too cautious? It's getting a little irritating, if I'm honest.
No, you don't need to put your PC in the Power Saver mode. That's for laptops that run on battery. Your PC will draw less than 200W under overclocked load. You're fine.
