set fan speed works like water tank pump

Is anyone know any program to setting fan speed works like water pump?
I want my fans spin at certain speed till 40'C then stop, if the temperature exceeds 60'c they will start again.
So there's 2 curves, one at cooling down, and another one for rising temperature.
